DD4hep sim action helper for G4OCCT STEP assembly sensitive detectors.

Provides G4OCCTAssemblySDSetup, a helper called from ConstructSDandField to assign Geant4 SDs to the logical volumes of a registered G4OCCT STEP assembly.
